accessAbilities provides Fiscal/Employer Agent (F/EA) Services to consumers who choose to take an active role in directing their own services.  With the F/EA Service, consumers are empowered to employ their own Consumer Employed Workers (CEWs), thereby enjoying greater choice, control, independence, and flexibility within their services. accessAbilities supports the consumer, as the employer, by providing the following specialized services:

• Training and coaching regarding responsibilities and obligations as an employer.
  
  
• Training and coaching on recruiting, interviewing, hiring, training, and supervising CEWs.
  
  
• Providing training materials for the consumer to use with CEWs.
  
  
• Communicating with the consumer’s Supports Coordinator as necessary and appropriate.
  
  
• Registering  the consumer as an employer by assisting in completing forms required to obtain employer identification numbers from federal agencies, state agencies, unemployment insurance agencies, and workers’ compensation insurance agencies.
  
  
• Preparing and maintaining all forms needed to comply with federal, state, and local tax payment, payment of unemployment compensation insurance premiums, and all other reporting requirements as an employer.
  
  
• Acquiring workers’ compensation insurance coverage for the CEW.
  
  
• Processing and preparing payroll for the CEW including making deductions for appropriate income tax, FICA, workers’ compensation, and other withholdings according to the federal and state regulations.
  
  
• Distributing payroll checks to the CEW in accordance with the policies and procedures established by the Home and Community Based Services Program and the Department of Public Welfare.
  
  
• Making payments on behalf of the consumer for federal withholding FICA (employer and employee shares), state withholding, local taxes (optional), unemployment compensation taxes, workers’ compensation insurance, and other payments required and as appropriate.
